Family Sues City of Princeton After 5-Year-Old Drowns

The parents of a 5-year-old girl who drowned four months ago are now suing the city of Princeton, and the girl’s foster parent.

Kimber Hibbs was removed from her parents’ care in July by the Indiana Department of Child Services.

On August 3, the little girl’s foster parent, Chelsea Loesch, took her to a pool party at the Princeton Aquatic Center, where she drowned, and was later pronounced dead at a hospital.

Now the girl’s parents, Shantell Woolard and Thomas Hibbs, are suing Loesch and the city of Princeton for failing to maintain reasonable supervision, failing to identify that Kimber was drowning, and for failing to act fast enough to save her.

They’re seeking damages for medical and hospital expenses and funeral and burial expenses.

Loesch has declined to comment on the lawsuit.
