Rhoads will be working an almost totally new council starting in 2020. Only 3 of the current 7 members are returning. Those are David Dahl, Allen Brown and Doug Campton. The new members are Thom Gress, Darin Lunsford, and Ken Showalter and Randy Emmons. All but Campton are Republicans.
