
The Washington Police Department has arrested a substitute teacher following an investigation into alleged inappropriate conduct involving students. Police say a School Resource Officer reported concerns to the department’s Detective Division on January 22 regarding possible inappropriate actions by substitute teacher Wayne Armstrong II, also known as Joe Armstrong. Washington Community Schools notified parents of students who may have had contact with Armstrong and advised them that detectives would be speaking with students. Following interviews, detectives obtained a search warrant for Armstrong’s residence. Evidence collected was analyzed with assistance from the Knox County Cyber Crimes Unit. After completing the investigation, the case was forwarded to the Daviess County Prosecutor’s Office, which issued an arrest warrant for Armstrong on charges of Performing Sexual Conduct in the Presence of a Minor and Public Indecency. Armstrong was located and taken into custody without incident on February 2. Police thanked the Knox County Cyber Crimes Unit, the Department of Children’s Services, the Prosecutor’s Office, and Washington Community Schools for their assistance.
