
The Shoals Town Council has approved a 10-year tax abatement to support continued restoration of the historic Star Mill Gathering Place along the White River. Owners Chad and Audrey Gibson are working to preserve and repurpose the 1858 structure into a multi-use community venue while maintaining its historic character. Planned upgrades include ADA-compliant access, a commercial kitchen for events, additional safety exits, and structural repairs to the original brick and timber framework. Once complete, the mill is expected to host community events, cultural programming, and tourism activities, along with a small mercantile space featuring locally made goods, food, and drinks. The project is being completed in phases. In 2025, the Gibsons added campsites with full hookups and introduced canoe and kayak rentals along the East Fork of the White River.
