38 yer old Katie K Howard of Owensboro Kentucky was arrested in Jasper early this morning by Indiana Sate Police. Howard was charged with Operating while Intoxicated with a Controlled Substance, Operating While Intoxicated Involving Endangerment, Possession of Marijuana, and Reckless Driving. Bond was set at $2,000.
