     Washington Police released details yesterday concerning an arrest and accident.
       Sunday a report was called in of a semi running over a fence at West Oak and Southwest 10th in Washington. Officers learned that an underage boy had tried to steal a Miller Pipe Line dump truck. The boy was arrested and taken to the Southwest Regional Youth Village in Knox County.Â
       The investigation led to another arrest. 18-year-old Raymond Purcell of Washington was charged with Burglary, Conspiracy to Commit Auto Theft and Criminal Trespassing.
