Washington Police Captain Richie Tolliver was named the WPD Officer of the Year in a special ceremony before Monday night’s City Council meeting. Tolliver, who spent most of 2016, battling a series of health issues, was cited for his professionalism, dedication and selfless service to the WPD and the citizens of Washington. In making the presentation, Washington Police Chief Todd Church called Tolliver a driving force of the police department showing all department members what determination is.
